As long as ranchers view wildlife as nuisances that compete with their livestock for food, we'll see this sort of thing continue.

With so many ranchers falling into the "corporate welfare" category (price supports, subsidized grazing rights, subsidized water, subsidized "predator" control, etc), exactly where do their rights end in terms of public resources - especially when so many are availing themselves of other public resources?

You forgot the biggest freebie of all..the elk. Taxpayers provide land, disease protection, water etc... etc... for these animals. The 'ranchers' have to settle for only @ $80,000/year that falls out of heaven (i.e our taxpayer pockets) and into their pockets. They snivel and whine about how they are such victims... hey, can I be a 'victim'? I'd settle for 1/2 that $ amount...really!
Do I care if they hunt elk? Not one bit. However, I'm thinking that they should pay $100+ each for 'harvesting' the public resource that we so graciously provide them at biiiggg cost to us and absolutely no cost to them.

Its time to stop and re-think our public resource policies relating to the elk, the water, the air and so forth. We can't afford to squander these valuable assets any longer. We need them to survive more than some fat-arsed rancher needs a new pickup!
